when you install freelancer all theh inis are encrypted so if you open it in notepad its just a big mess :P, bibiq opens a file in plain text allowing you to read it. the thing is with the Freelancer SDK you shouldnt need it

there is one better and quicker program and its named FLUC - Freelancer unCompressor by Andrew Burton - its clickie proggie, it can decrypt full directories and working very well, or one other french program named UN bini 1.1 (it can decrypt single files and /or full dirs, its another clickie proggie), send me pm for more info, i cant spam here cause admin rules :)

i found FLUC trough my files and uploaded it, maybe someone else can upload UNbini1.1, thanks (i don't have it myself).
